Campaign Priorities
1. Strengthen Operating Budget
Optimize budget to deliver maximum outcomes. Implement forward looking planning and budgeting to prevent budget shortfalls. Secure funding before introducing new spending initiatives.
2. Prioritize School Infrastructure Investments
Renovate aging schools using transparent criteria for prioritization. Expand or plan new schools to resolve overcrowding issues. Ensure students can attend schools within their own community when planning school expansion or new construction. Secure funding from county and state to shorten construction time.
3. Enhance Policies and Procedures for Cell Phones and Food Safety
Support parents, teachers, and staff to implement policy changes on cell phone use in schools. Ensure food safety for students, teachers and staff.
4. Improve Education for the Future of All Students
Provide the best curriculum for every student to succeed in the future. Recruit, support, and retain the best teachers. Enhance special education capabilities to improve accessibility and reduce the cost of private programs.
Who Am I?
I was born and raised in China during difficult times, marked by food shortages and the Cultural Revolution, when schools were frequently closed. Despite these challenges, I persevered in my education and was admitted to one of China’s top universities. I later moved to the United States to pursue graduate studies, earning Ph.D.s in both Economics and Physics.
I worked at The World Bank and other Fortune 500 financial companies for over 30 years, holding managerial positions for nearly 20 of those years. I have been actively involved in volunteering at work, in community projects, and in my children’s sports and youth activities.
I have been a resident of Howard County since 2000, and my three children all attended Howard County public schools. I deeply care about the education of my children and all students in the county. I am committed to ensuring all students receive the best education possible to prepare them for the future.
Why Am I Running for BOE?
Students are the future of our nation and the world. The Howard County Public School System is currently facing significant challenges, including budget shortfalls, aging and overcrowded schools, and low proficiency in math and reading. I am committed to leveraging my experience in the financial industry to help address these issues.

I have been listening to voters by visiting many communities in District 1. I’ve heard your voices while knocking on doors and talking with you in your neighborhoods. I understand your concerns and want to serve you by running for the Board of Education.
My focus is solely on education: recruiting and retaining the best teachers, ensuring optimal learning environments for students, providing a top-tier curriculum, and delivering an excellent education for the future of all students.
With over 30 years of experience in the financial industry, including nearly 20 years in managerial positions, I am uniquely equipped to address the budget challenges facing our school system.
